It is clear that the framers felt strongly about the 2nd (arguably the fact that it was the 2nd and not the last is meaningful.) Absent scholarship to the contrary, their vehemence doesn't seem to have been directed toward limitations, rather they seemed to err on the side of emphasis. I can understand your conclusion clearly and could even agree with it. I do have one argument against your conclusion. The authors of the constitution specifically included the phrase "A well regulated Militia being necessary to the security of a free state..." Because this is a legal document, I make the assumption that each word and phrase was chosen for a specific reason. So, to me the fact that a well regulated militia was mentioned holds more meaning than it would in a simple grammatical analysis.<br /><br />Thanks for the nice thought experiment.
